依據(jù)《配電網規(guī)劃設計技術導則》等技術標準和規(guī)范,緊扣新發(fā)展理念、國家重大戰(zhàn)略、高質量發(fā)展,從配電網發(fā)展趨勢及重點、配電網負荷預測及規(guī)劃、配電網設備效率提升、配電網精益投資、配電網適應國土空間規(guī)劃等維度開展專題研究,并在研究成果基礎上,總結提煉新形勢下山東省十四五配電網規(guī)劃方法及策略
前 言能源安全新戰(zhàn)略提出以來,清潔低碳、安全高效的能源體系穩(wěn)步發(fā)展,清潔化率、電氣化率等關鍵轉型指標顯著提升,電網在其中發(fā)揮了關鍵作用。2020年9 月,我國提出了碳達峰、碳中和的戰(zhàn)略目標。踐行雙碳戰(zhàn)略,能源是主戰(zhàn)場,電力是主力軍。電力作為清潔高效的二次能源,在未來人類文明將起到重要的能源載體作用,而未來的電網除了承擔電力安全可靠輸送,也將發(fā)展成為承載能源革命的基礎性平臺,對能源革命具有重大推動作用。配電網是電網的重要組成部分,是保障電力配得下、用得上的關鍵環(huán)節(jié),配電網的發(fā)展直接決定未來電力獲得的質量,也間接影響能源革命的進程。因此亟需對配電網的發(fā)展趨勢進行研判,提前謀劃新形勢下十四五配電網重點發(fā)展方向和工作重點,深化細化十四五配電網規(guī)劃研究,助力新型電力系統(tǒng)建設與發(fā)展。為此,國網山東省電力公司發(fā)展策劃部、國網山東省電力公司經濟技術研究院依據(jù)《配電網規(guī)劃設計技術導則》等技術標準和規(guī)范,緊扣新發(fā)展理念、國家重大戰(zhàn)略、高質量發(fā)展,從配電網發(fā)展趨勢及重點、配電網負荷預測及規(guī)劃、配電網設備效率提升、配電網精益投資、配電網適應國土空間規(guī)劃等維度開展專題研究,并在研究成果基礎上,總結提煉新形勢下山東省十四五配電網規(guī)劃方法及策略,編制形成《山東配電網規(guī)劃指導手冊》,為配電網高質量發(fā)展做好支撐。編 者2022 年11 月
國網山東省電力公司是國家電網公司的全資子公司。本部設22個部門,下轄18家地市級供電企業(yè)、17家業(yè)務支撐單位和綜合單位,3家新興產業(yè)單位及98家縣供電公司,服務電力客戶4915萬。2020年,全省全社會用電量6939.85億千瓦時,公司完成售電量4126.9億千瓦時,同比增長3.96%。國網山東省電力公司發(fā)展策劃部是所屬一個部門。,國網山東省電力公司經濟技術研究院成立于2012年4月9日,是省公司電網發(fā)展和公司發(fā)展支撐單位,目前具備工程咨詢、工程設計雙甲資質,設有4個職能部室、3個中心和1個子公司。主要負責全省電網規(guī)劃和工程設計技術歸口管理;負責全省電網發(fā)展總體規(guī)劃和專項規(guī)劃的研究與編制;負責220~500千伏電網規(guī)劃的研究和編制;負責35千伏及以下電網規(guī)劃評審,指導市經研所具體編制110千伏及以下電網規(guī)劃并納入全省電網發(fā)展規(guī)劃和專項規(guī)劃;負責牽頭開展省內220~500千伏電網項目可研、電力設施遷改方案編制;負責110~220千伏電網項目可研、電力設施遷改方案、電源接入系統(tǒng)方案評審;承擔所轄35~220千伏(規(guī)模以下)電網項目初設評審和結算審核;負責省公司資本類、成本類項目的技經業(yè)務支撐;負責電網建設項目的工程質量監(jiān)督,負責定額站、質監(jiān)中心站日常管理;主要承接220千伏及以上電網項目設計;負責大修技改、營銷、信息通信、小型基建等項目造價咨詢和可研初設評審工作。
